Reporting to the Information Systems Director, this position will assist with planning, directing, managing, and overseeing the activities and operations of the Information Systems Department. The Assistant Director will oversee two divisions focused on Enterprise Development and Technical Services. Additionally, this position will:

  • Act in the Department Director's absence to provide overall direction to a 24-hour/365-day data center/computer installation
  • Review and evaluate the performance of divisions and services, making recommendations to managers for improvement
  • Champion the development and implementation of appropriate security measures to manage departmental and enterprise level information technology security risks
  • Work collaboratively with our customer departments and agencies to ensure effective and efficient delivery of information systems services
  • Participate in the development and preparation of the department's annual budget and operational improvement plans
  • Actively participate in IT governance and departmental succession planning initiatives

The ideal Assistant Information Systems Director is a seasoned information technology professional with extensive management experience. Candidates with the following proven competencies and characteristics will be considered highly competitive:

  • Practiced administrative skills including standard/policy development and meeting facilitation
  • Experience working in a local government setting including familiarity with areas such as public finance, contract/RFP negotiation, grants, and bargaining organization relationships
  • Strong analytical and forward-thinking skills, with the ability to find alternative solutions and see the big picture when evaluating administrative and management challenges
  • Ability to act as an initiator, seeing new possibilities for combining opportunities and resources to adjust the department's organizational structure and workforce
  • Excellent management and mentorship skills, including the ability to set and enforce reasonable boundaries for achieving work objectives
  • A strong understanding of County rules, policies, and procedures
  • A proven ability to effectively communicate and collaborate with multiple departments and/or agencies, the public, and officials
  • Demonstrated strong, articulate writing skills
Please note: This position may be required to have access to secure Sheriff’s Office or Probation department facilities and/or view data or work with information systems for these departments. This requires that a more extensive “Security Clearance” be performed, after hire, by the Sonoma County Sheriff's Office. Successful completion of the probationary period will be contingent upon passing the security clearance, which includes a Live Scan fingerprint-based check of California Department of Justice (DOJ) and Federal Bureau of Investigations (FBI) criminal records. If you are offered a position which requires a security clearance, the job offer letter will clearly specify this as a condition of the probationary period.


Sonoma County ISD offers a hybrid telework/on-site schedule for most positions. At this time, our department standard for most staff is on-site work one day a week and telework up to four days a week. This Assistant IS Director position may be required to be on-site more often per direction of our Department Head. Telework schedules could change based on Department need, County policy, or Department Head discretion.

Minimum Qualifications


Education and Experience: Any combination of education and work experience which would provide an opportunity to acquire the knowledge and abilities listed herein. Normally, this would include a bachelor's degree with major course work in computer science, management of information systems, business administration, public administration, or a related field; and six years of progressively responsible information technology experience with at least two years of experience in senior-level management that included oversight of multiple information technology functions such as development, operations, security, or network systems in a multi-platform organization.

License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.

Special/Additional Requirement(s): Successful completion of a Department of Justice security clearance conducted by the Sonoma County Sheriff's Office.


Knowledge, Skills, and Abilities


Thorough knowledge of: Principles and practices of public administration, management, government budget and accounting, and personnel administration; principles and practices of information technology infrastructure and program management; applicable federal, state, and local laws, regulatory codes, ordinances and procedures; effective information system operational procedures and best practices; and principles and practices of supervision and performance management; techniques for providing a high level of customer service.

Considerable knowledge of: Principles and practices of assigned divisions and functions which may include cost and project accounting techniques; principles and practices of government contract administration; business process improvement strategies and new developments and trends in information technology; techniques for effectively representing the department with governmental agencies, community groups, and the public.

Ability to: Effectively oversee a variety of information technology programs and administrative activities; implement goals, objectives, policies, procedures, work standards, and internal controls for the department and assigned program areas; effectively perform strategic planning, directing, coordinating, and evaluation activities in support of operations of a large diverse organization; evaluate department policies, practices, and procedures; define problem areas and recommend solutions; learn and understand the operations of the department and its divisions; develop schedules, work plans, and cost controls; evaluate productivity and performance of staff; provide leadership and direction in selecting, training, motivating, and evaluating the work of staff; exercise responsibility, initiative, ingenuity, independent analysis, and judgement in solving administrative and management problems; prepare and administer budgets and allocate limited resources in a cost-effective manner; interpret, apply, explain, and ensure compliance with federal, state, and local policies, procedures, laws, and regulations; conduct complex projects, evaluate alternatives, make sound recommendations, and prepare clear and concise reports, correspondence, policies, procedures and other written materials; communicate clearly and effectively orally and in writing including communicating technical concepts in an understandable/lay person manner for County personnel and policy makers; work effectively with department heads, subordinate staff, department leadership across the County, and policy makers; successfully persuade others; establish and maintain effective and harmonious working relationships with others.
