Reporting to the Animal Services Operations Manager, this Animal Services Planning and Evaluation Analyst position will be responsible for data-driven program planning and analysis to ensure ongoing effective operations of the Animal Services section. The emphasis will be on data gathering and analysis from multiple sources and using this data for problem solving, budget development, and monitoring, and for developing recommendations for continuous program improvement. Duties of the position include supporting and facilitating quality improvement activities and performance measurement across all units of Animal Services.
This position will support and monitor staff development, training, and compliance with all Department, local, state and other policies, procedures and regulations; may serve as a liaison with other programs and organizations; may provide some supervision of personnel; and may facilitate meetings that support the section's goals and objectives. In addition, this position will support the Operations Manager and leadership team in developing evidence-based program documents and communications and help build support for the section's identified goals and objectives.
The ideal candidate will possess:
- Demonstrated expertise collecting, monitoring, analyzing, and reporting data to monitor program performance and community outcome
- Experience creating logic models that clearly communicate program goals, objectives, outcomes, and performance measures
- The ability to use data to develop and successfully implement effective short and long-term plans
- The ability to plan and successfully complete quality improvement projects, using Plan-Do-Check-Act or other quality improvement frameworks
- Experience supporting effective budget development and monitoring
- Ability to create compelling communications that are supported by data or other evidence
