Safety Analyst
Position Information
The Department of Health Services Safety Analyst is responsible for supporting the departments' staff in maintaining county-wide safety initiatives and for developing department operation specific safety programs. They will also provide technical support, consultation, analysis, investigative services, and training on programs such as:
- Occupational Health and Safety, Occupational Injury/Illness/Exposure, Injury and Illness Prevention, and Ergonomics
- First Aid, Medical Emergencies and Accident procedures, and Emergency Action Plans
- Blood Borne Pathogen Exposure Control, Aerosol Transmissible Diseases Prevention, and COVID Prevention Program
- Workplace Violence Prevention Programs
Additional responsibilities include research, interpretation, and application of regulations, rules, and policies on a wide range of occupational health and safety topics. As a DHS Safety Analyst, you will also audit, conduct analytical studies, and monitor the operations of the department in order to lead the development, improvement, maintenance, and/or implementation of new or existing programs, systems, and procedures. The Safety Analyst will provide professional level staff support in the decision making process, prepare written recommendations and reports for senior management, develop, conduct, and facilitate training programs for managers, supervisors, and employees, review work-related accidents and injuries, and facilitate employee and management committees.
The DHS Safety Analyst will have a passion for developing and coordinating Occupational Health and Safety programs, regulations, and policies along with a demonstrated ability to craft written communications (e.g. reports, correspondence, presentation, etc.) that convey safety awareness and technical information effectively and persuasively. The ideal candidate will also possess:
- Experience managing a broad range of safety programs and implementing safety management systems
- Experience collecting and analyzing data, conducting research, and establishing program metrics
- Extensive knowledge of OSHA requirements and safety best practices as well as ergonomics, infectious disease programs, respiratory protection programs, and legally mandated tracking requirements
- A proven ability to establish and maintain effective working relationships with a broad range of internal and external contacts and customers across all levels of an organization
- Experience providing budget support, including forecasting and tracking of program revenue/expenditures
- Sound judgment and the ability to analyze and make recommendations on complex and/or sensitive issues, situations, and systems

The Civil Service title for this position is Department Analyst. This recruitment is currently being conducted to fill one Safety Analyst position in DHS. This employment list may also be used to fill future full-time, part-time, or extra-help (temporary) positions as they occur during the active status of the list. Minimum Qualifications
Experience: Work experience which would provide an opportunity to acquire the knowledge and abilities listed. Normally, one year of full-time professional level staff experience related to general administration, accounting, budgetary analysis, or human resources work including research, analysis, and preparation of written reports and recommendations would provide such an opportunity.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Knowledge, Skills, and Abilities
Knowledge of: operations and functions of county government and the structure and function of the assigned department; modern supervisory management and human resources practice; modern office methods and procedures.
Ability to: plan, organize, and conduct research, analysis and statistical studies related to the various aspects of administration, budget and general management matters; collect, compile and analyze qualitative and quantitative data; review and implement changes in work methods, systems and procedures; understand, interpret and explain laws, regulations and policies governing program operations; prepare budgets, grant applications, service contracts and complex narrative and statistical reports; communicate effectively orally and in writing, and present conclusions and recommendations before advisory and policy bodies; establish and maintain effective working relationships with management, employees, clients, and the public in carrying out sound management policies; understand program objectives in relation to departmental goals and procedures; organize and prioritize work assignments; persuade, examine, and project consequences of decisions and/or recommendations; analyze administrative problems and budget requests; use of electronic information equipment and specific systems as used within the department; effectively supervise the work of technical and office support staff.
