Reporting to the Engineering Programming Manager, the Technical Programming Analyst will plan, configure, implement, and support Sonoma Water's information systems. This includes analyzing user requirements, identifying and developing business solutions, and consulting management and staff. This position is also responsible for developing, implementing, modifying, and maintaining the major information systems for the Water Agency. The Technical Programming Analyst will also be responsible for collaborative systems analysis, programming analysis, and business process mapping.

Sonoma Water is a special district formed by the California State Legislature in 1949 and is responsible for providing a safe and reliable water supply to its customers in Sonoma and Marin counties. Sonoma Water also maintains 75 miles of flood control channels and provides sanitation services. Employing approximately 230 employees, Sonoma Water consists of six divisions including Engineering and Resource Planning, Environmental Resources, Community and Government Affairs, Water and Wastewater Operations, Maintenance, and Administrative Services. Sonoma Water supports the concept of environmental sustainability, focusing on renewable power sources, and strives to be a leader in its water conservation and fishery restoration programs.
Please note: Employees of Sonoma Water are employees of a special district and are not subject to the provisions of the Civil Service Ordinance of the County of Sonoma. The Formal title for this position is Department Information Systems Coordinator.
Typical duties include:
- Collaborating and communicating with customers, peers, and management
- Gathering technical requirements, systems analysis, system maintenance, and data integration and analysis
- Database programming, configuration, and maintenance
- Developing and implementing process and workflow solutions
- Designing, implementing, and optimizing user interfaces
- Preparing system documentation, end user instructions, and operational procedures
- Logging, documenting, and prioritizing routine and project work
- Excellent business and systems analysis skills including technical troubleshooting
- Programming and automation experience
- Strong customer service experience
- Strong analytical and good communication skills
- Experience working with SCADA or industrial control systems is a plus

Minimum Qualifications
Any combination of training and experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally this would include:
Education: The equivalent to graduation from a two-year college with major coursework in business analysis, project management, management information systems, computer science, statistics, or closely related courses; and
Experience: Three years of progressively responsible experience planning, developing and administering multiple, complex information technology systems and applications and coordinating a variety of information systems activities in a multi-platform environment.
License: Possession of a valid driver's license at the appropriate level including special endorsements, as required by the State of California, may be required depending upon assignment to perform the essential job functions of the position.
Education: The equivalent to graduation from a two-year college with major coursework in business analysis, project management, management information systems, computer science, statistics, or closely related courses; and
