BASIC FUNCTION:
Under the general supervision of the County Superintendent, direct, plan, organize, coordinate, develop,
and oversee the activities of the Human Resources Department; plan, organize, control, and direct the
human resources activities for the recruitment, screening, selection, processing, classification, and
compensation of County Office certificated and classified employees; coordinate and participate in labor
relations, credential functions, communications, and information to meet human resources services and
needs; ensure smooth and efficient operations; supervise and evaluate the performance of assigned
personnel; and perform related duties as assigned.
ESSENTIAL DUTIES:
● Plan, organize, control, and direct the management of human resources operations and activities
associated with the recruitment, screening, selection, processing, classification, and compensation of
County Office certificated and classified employees;
● Coordinate and direct labor relations, credential functions, communications, and information to meet
human resources needs and assure smooth and efficient activities;
● Serve as a member of the County Superintendent’s cabinet and assist with the human resources
management and administrative functions;
● Establish and employ inclusive recruiting, hiring, and employee retention practices to ensure
diversity, equity, inclusion and belonging of underrepresented groups;
● Make employment recommendations to the County Superintendent, including initial hires, transfers,
reassignments, and terminations;
● Ensure that that MCOE applies appropriate policies and practices regarding Family Medical Leave
Act, California Family Rights Act, and other employee rights;
● Direct the screening of employment applications to assure candidates meet minimum qualifications;
oversee position interviews to determine the eligibility of candidates;
● Establish and maintain departmental timelines and priorities;
● Assure personnel activities comply with applicable requirements, laws, codes, regulations, labor
contractual agreements, policies, and procedures; assist in the formulation and development of
policies, procedures, and programs;
● Provide consultation to administrators, staff, school districts, the public, and others concerning
personnel matters, operations, requirements, practices, and procedures;
● Respond to inquiries, resolve issues, grievances, complaints, and conflicts;
● Coordinate, audit and direct activities involved in the review, evaluation, renewal, and processing of
documents relating to credentialed personnel;
● Coordinate collective bargaining activities with County Office employee groups; participate in labor
negotiations and related activities;
● Plan, organize, direct, and conduct classification, reclassification, compensation, and other position
studies; conduct position audits and resolve classification issues;
● Compile and analyze related information and statistical data;
● Monitor and analyze personnel activities and functions for financial effectiveness and operational
efficiency;
● Oversee employee orientations and assure staff understanding of employment practices;
● Oversee, prepare and maintain of a variety of records, reports, and files;
● Develop and prepare the annual preliminary budget for human resources operations and activities;

● Communicate with internal and external administrators, personnel and to exchange information,
coordinate services, and resolve issues or concerns;
● Operate a variety of office equipment, including a computer and assigned software and systems;
● Drive a vehicle to conduct work;
● Attend and conduct various meetings as assigned;
● Prepare and deliver oral presentations regarding human resources functions;
● Supervise and evaluate the performance of assigned personnel;
● Direct the development and implementation of training programs;
● Perform related duties as assigned.
MINIMUM REQUIREMENTS:
● A bachelor’s degree in human resources, Organizational Leadership, Public Administration, or a
related field from an accredited university is required. However, experience in human resources
beyond the five (5) years required may be substituted for the required college education on a yearfor-year basis when coupled with an Associate’s degree or equivalent coursework or certification; a
master’s degree is preferred;
● Five (5) years of increasingly responsible human resources experience is required. Experience in a
public education is preferred;
● A professional human resources designation is desired, such as a Senior Professional in Human
Resources (SPHR); Professional in Human Resources (PHR); Certified Compensation Professional
(CCP); Certified Benefits Professional (CBP) is preferred;
● Bilingual in English and Spanish is preferred;
● Possess or obtain upon employment, a valid California Driver License;
● Meet the physical requirements necessary to perform assigned duties safely and effectively, including
lifting twenty-five (25) pounds on an occasional basis and in excess of twenty-five (25) pounds with
assistance.
